The 2021 NSoA Report emphasizes that there is a significant gap between local governments budgets and what needs to be invested to ensure the infrastructure is maintained to its required service levels. Resolving this gap is a core function of asset management. However, to effectively gather, analyse and report reliable information and predictions for sound decision making requires a team with diversity in skillsets and knowledge, ranging from asset database management, finance, engineering, GIS and more.
Tonkin provide ongoing asset management support to over 25 local government councils in regional locations. We have found that adequate resourcing to support the core asset management functions is typically not achieved for these councils for various reasons, such as operational funding constraints, access to in-house expertise, and narrow focus on annual delivery. However, with aging infrastructure and continually funding pressures, it is increasingly more important to resource asset management effectively to ensure we aren’t creating a bigger challenge in the future. Importantly, reliable information is needed for decision making.
To help resolve this growing resourcing issue within regional councils, Tonkin are working with these councils to provide access to the required skills and tools to support good asset management practices. Part of this is through implementation of innovative solutions to drive operational efficiencies. We have implemented a bottom-up approach, working with the field staff and asset managers to understand the workflow and work requirements. Tools are then developed, based on fit-for-purpose methodologies, to provide a solution that enables efficient work practices.
In summary, addressing these resourcing challenges requires a combination of strategic partnerships and leveraging technology to optimise resource allocation and asset performance. If we don’t resource asset management in regional Councils adequately, there is an increasing risk service decline, financial implications, and public safety risk, ultimately creating further implications for future generations.
